Your experience with Everett will be a reflection of you as a tenant.
If you follow your lease, you'll never have an issue. You'll get a VERY fair return on your deposit.
BUT if you decide to throw ragers, trash the place, never file maintenance requests, and break the lease? Ho boy, you'll have a miserable time and not get a cent back from your deposit. It's amazing what people will do and then get all surprised when it bites them in the butt.
I lived at College Park Plaza for five and a half years. Everett was always kind and helpful. The managers and maintenance were always amazing, always doing their best to help me.
Just don't email Everett, they'll never answer. Just call.

First of all, there is no insulation in the walls so when it's hot, touch the wall and it is hot. When it's cold, the wall is cold. My neighbor put a hole into an exterior wall and there was sand about a quarter way up the wall, then nothing but air.
Second, move out walk through, I handed my key in after seven years, and yet still was charged for the key. I requested a walk through copy and was told they would mail it to my next address, which I provided on the paperwork for the walk through. It never came. I requested information on what they cleaned and why I was charged a cleaning fee no residence. Why was I charged for a drive by shooting that came through my bedroom window and I filled a police report on?
None of these questions answered, because they don't respond to calls they just tell you "email any disputes, and then they don't respond to emails.

DO NOT RENT FROM THIS COMPANY. I lived in the college park plaza location for 3 years. The apartment was infested with roaches and management acted like it was no big deal. We had to be fumigated 4 times for roaches and once for fleas (we didn't have any pets). They refused to do the whole building even though they were everywhere, on the walls outside, around the pool, in the laundry room and other apartments. The cheap rent is not worth the hassle of living here. The management in the office was consistently rude, with the exceptions of one of our apartment managers. They also held my deposit for weeks upon move out and sent it to the apartment I moved out of even thought I gave them my forwarding address. It took 2 months to get my deposit back. They also charged me for carpet cleaning which isn't legal considering I lived here for 3 years. I have had nothing but bad experiences with this company, look elsewhere when trying to rent in Chico.

this is the worst place to rent from. they say the apartments are professionally cleaned before moving in, but no. we vacuumed our carpets before we moved our stuff in and it was SO dirty. if they're taking your money for "carpet cleaning," just know they're not doing anything. they're just pocketing your money.
make sure to take pictures and videos before moving in. they'll try to keep your entire security deposit and make you pay for stupid things like "16 hours of painting". DO NOT RENT FROM THESE PEOPLE.

We moved out June 30th 2015. I've made at least 8 calls to their office since then. We got half our deposit back with an 'estimate' pending for cleaning. We paid to have the apartment professionally cleaned because we knew they would try and pull something. Supposedly they've been waiting for 'a bill' to come back. When I called two weeks ago I was told everything was final and I would get the rest of my deposit back. I called this morning and apparently they were still waiting. I 'will' be getting a check, before Christmas? No sympathy from the person on the other end of the line either. Just a snarky answer. Meanwhile my money sits in their bank account collecting interest for them. Doesn't seem legal to me.
Oh and... During the time that we lived there I can't even begin to count how many times I had to call the office to report noise on our neighbors or call the police themselves. We lived in a downstairs one bedroom and moved to an upstairs 2 bedroom. We lived next to drug dealers, my downstairs neighbor thought his apartment was his own personal recording studio and played music at all hours. Our new car was broken into two days after we got it, and there were parties all the time despite having a live on apartment manager and no party policy. There's a no dog policy, but every other apartment seems to have a dog.
