I have lived in this building for about seven months, and it has been one of the worst rental experiences I’ve ever had. The biggest problem is management—specifically the property manager, Bien, who has been consistently rude, condescending, and completely unhelpful.
The dog and noise policy is not enforced at all. Dogs bark all day and all through the night, sometimes for months at a time, and nothing changes no matter how many noise complaints I submit. It genuinely feels like living in a dog pound. On top of that, there has been issues with dog urine in the hallways, which is completely unacceptable.
Maintenance is another major failure. I’ve had requests sit unresolved for months, and communication is slow or nonexistent. Even before move-in, there were serious issues:
I did not receive the apartment I signed a lease for because when I arrived, the ceiling of that unit was literally collapsing from the floor above. During my tour, the building was sold as “luxury” and “new,” but at move-in the property manager admitted the building was actually built cheaply and has constant problems.
This building has potential, but it is being completely ruined by weak management, ignored policies, negligent dog owners, and poor maintenance response. If you value peace, cleanliness, and basic accountability, I would strongly recommend looking elsewhere.

I rented a 1-bedroom at Flow for a short-term stay this summer, and it was a perfect fit for my dog and I.
I was surprised by recent negative reviews about management, as my experience was overwhelmingly positive. The management team, particularly Mark and River, was professional, approachable, and responsive throughout my stay.
I had a tight timeline for moving in - Mark/River made the process seamless. They communicated promptly and proactively. They provided ample notice for disruptions like an over-night city water shutoff, and arranged overnight security while garage door was undergoing maintenance.
Apartment: Clean, quiet and safe. Rooftop club house with grills/kitchen, and beautiful view of city/ lake.
Location: Steps from South Lake Union/mini beaches/parks. It’s quiet despite some I-5 noise that fades into the background. It’s safe, with easy access I-5. Small markets are nearby, and larger stores like PCC/QFC/Whole Foods are a short drive. FRAM cafe right next door.
Downsides: The trash chute sometimes clogs often due to tenants’ throwing in oversized trash but management is quick to fix. (If needed, trash/recycle dumpsters are easily accessible in garage).
Overall, Flow was a great experience and an apartment I would highly recommend.

Updating review with more details now that I'm moved out. Living here has been one of the most stressful rental experiences I’ve ever had. The garage door has broken multiple times, leaving tenants without secure access and forcing me to pay for alternative transportation just to make it to appointments. I have personally witnessed unrecognized vehicles parked inside, people sleeping in the garage during early morning hours, and no security staff present when needed. My bike was stolen from the garage due the lack of secure parking.
On top of the ongoing security failures, I have been charged unfairly and inaccurately on multiple occasions. Management billed me $600 for small wall scuffs, claiming this went “beyond normal wear and tear.” I was hit with an incorrect late fees on two different occasions. My rent checks were lost on several occasions even I was threatened with an eviction notice despite paying rent on time with documentation of such sent the property.
To make matters worse, I was pressured to sign leases that contained incorrect information—not once, but on three separate occasions. Each time, I had to push for corrections before signing. This repeated carelessness shows a complete lack of professionalism.
Each time an issue was presented management response was lackluster at best and I even had to involve a lawyer to get them to correct their errors. Between the safety risks, financial errors, and repeated administrative mistakes, I cannot recommend renting here.

Oh! I forgot to mention that homeless people were literally living in the unlocked empty units for the first few months I lived there until management realized.

This building is run in an extremely unprofessional and disorganized way. For months, tenants have been letting their dogs pee in the south elevator and hallways, and the property management does nothing about it. The elevator reeks of dog urine or harsh chemicals for days (sometimes weeks), and the smell never truly goes away. There are stains and spots of dried pee that have been sitting on the walls for over 2 months, completely ignored. I’ve even left notes pointing them out, which management just leaves on the wall instead of actually addressing the problem.
It’s nasty, unsanitary, and unacceptable that they knowingly leave animal waste in the building. What’s worse is they’re strict about things like trash being left outside garbage doors, yet they don’t attempt to clean up literal biohazards inside the property. The priorities here are completely backwards, and the living conditions reflect that.

First tenants to move in to Flow Eastlake, and have had recurrent conflict since the very beginning. Consistent issues with unresponsive management, a stolen kayak with no evidence of where it went despite being in the shared storage space. Unorganized management with lack of a swift response to emails. Our dryer has been broken and unusable for over 4 months with only one maintenance request out of 5-6 requests actually being followed up on. Emails to address this same issue have been fruitless to say the least. Ovens in each unit have actually been recalled due to a fire hazard risk and we have had several moments where the oven has been turned on accidentally due to the extreme sensitivity of the front knobs. We have not wasted time addressing this to management after an initial incident resulted in a small fire in our apartment upon move in and have just dealt with it during our time here. Constant construction surrounding the area results in a very noisy environment with water shut-off’s being frequent. Changes in management have led to consistent organization issues. These are just the surface of issues we have had with a long list of problems that have made living here a quite unpleasant and regrettable experience. Unfortunately as tenants, we should have known better than to continue to pursue the apartment given the plethora of challenges faced and promises that led to disappointment even prior to moving in. The cost of parking and rent itself with minimal amenities and poor management certainly sours what could be a great location to live with a decent view. I highly recommend you seek a different place of living that will give you the peace of mind knowing that the place you reside will not cause additional stress and will truly address your concerns in a timely manner or simply address them at all.
