Live here at your own risk. This is one of the most run-down apartments in State College. If you value your sanity, do not rent here.
Cleanliness at move-in: 0/10. The apartment was dirty when I arrived, see Photo 1-3. They claimed the carpet was new, but I vacuumed up large amounts of cat hair. I had warned them the previous tenant had a cat and I was allergic, but they did not clean it properly (but I bet they still billed the previous tenant for "cleaning"). A friend in the same building found a nail in her carpet, which is a safety hazard.
Soundproofing: 0/10. Walls are paper thin. I could hear everything from my neighbors. My next-door neighbor regularly brought home different women at night, and the noise would wake me up multiple times a week. I even knew personal details of his life just by being in my apartment. The closet doors are sliding panels, and I could hear my downstairs neighbor open theirs every morning at 6 a.m. I rarely had an uninterrupted night of sleep.
Management: 0/10. They seem friendly at first, but when you move out they will charge you for everything. I left the apartment spotless when I moved out, but I was billed $120 for cleaning, $75 for carpet, and $40 for blinds, even though the carpet and blind issues existed before I moved in. I them to repair the blinds when I moved in, but they never did. After disputing, they refunded part of the cleaning fee and the cost for the blinds but refused to return the rest. They claimed they had replaced the carpet upon my move-in, but my photos showed the damage had always been there. Their business practice is disgusting and pathetic, but I believe Karma will track them down.
Appliances: 0/10. The apartment was extremely hot in September. The bedroom AC was weak, and the living room was inhabitable. The kitchen was small, and the gas range was very old. Good luck guessing the oven temperature.
Bugs: 10000/10. In the fall, boxelder bugs covered the building, both inside and outside, see Photo 4. They were constantly on the walls, waiting to come inside. In addition, there is a bed bug problem that tenants need to be aware of.
Amenities: 0/10. Laundry machines were always broken. Some tenants even used them to wash shoes.
Final word. Do not be tempted by the low rent. The hidden costs are sleepless nights, pests, broken appliances, and lost deposits. This is not a safe or healthy place to live.
