    Don't live here unless you're desperate. They're slumlords. I've lived here 3.5 years and cannot wait to move out in April 2026. I previously gave a 3-star review but am changing it to a 1. Unprofessional staff. The apartments are 80-100 degrees year round and you can't have window AC. Broken elevators they don't fix. Constantly broken washers and dryers, even though they're new. I'm leaving my previous review below but am changing my review due to the staff and management. They do not respect their tenants and act they're doing you a special favor by doing their jobs, rather than approaching tenants as people who pay good money to live in a dirty old apartment building with no modern amenities. And I'll be blatant - they will treat you worse if you're brown, though that's true just about everywhere in Portland. They treat you like a criminal or like you're just lucky to live here. It's gross. Just for context - I have no criminal record because I am not a criminal. I'm an educated Black woman from the Midwest with a PhD and a good career. I'm quiet, volunteer in the community, and keep to myself in the building. It doesn't matter though. To the people that work and run this place, we (the tenants) are bad. Customer service does not exist here. Previous 3 star review below: Good: Great location, very walkable, close to bus and max lines. They host community building events once per month or so. It's historically been quiet, though recently a neighbor moved across the hall from me with a dog that barks all the time. But that's a new problem, so we'll say it's quiet. OK: Sort of affordable, though I struggle to pay rent on a 1-bedroom apartment with a 70K salary. But it's cheaper than other apartments in the area. There are a few amenities: a small workout room, community room, and laundry room. It's fewer amenities than new buildings with comparable rent. Elevators break down somewhat frequently, but are usually fixed within a day. As a woman living alone, I feel pretty safe, but there are a few male neighbors that give me bad vibes and as you'll read below, people break in (once I came home at 2am to find a houseless person milling about in the lobby). I've never felt the need to call the police or anything for safety issues. Bad: As others have noted, people break into the building and garage, mostly to dig through the trash. Cars parked on the street get broken into frequently. It's also quite dirty inside, as others have noted, and it's not a matter of standards, as the manager says in their response to other reviews. The dog area behind the building is DISGUSTING beyond belief. Tenants are really inconsiderate when it comes to cleaning up after their pets, which is disappointing. I complained about it once and the staff claimed that they pick up the poop every day, but that's a blatant lie. The staff are dishonest and/or just don't know what's going on. Front desk staff are generally unhelpful and/or provide bad information, so I don't bother trying to ask them for help anymore. I have felt that they dismiss me because I'm a woman, which is super frustrating. It used to be alot better. When I moved in the place was spotless and the staff were great, but things have changed alot since then.

    Celio is what you make it! If you want community, connection, great views, and walkability you'll find that here! If you're looking for something to complain about, you can probably find that too. I've lived here happily for 7+ years and feel tremendous gratitude for this place. The maintenance team is on it, management puts on community events, the location is unbeatable, and the price is right. This is a wonderful place to live, if you make it so.
